Understanding cables
Every cable message consists of three parts:

1. Unauthorized disclosure of the information provided below is 
prohibited by Section 12C of the Export Administration Act. 
 
2. As per reftel A request and at the direction of the Office of 
Enforcement Analysis (OEA) of the USDOC Bureau of Industry and 
Security (BIS), Export Control Officer Philip Ankel (ECO) conducted 
a pre-license check (PLC) at SGS Hong Kong Ltd., Metropole Square, 2 
On Yiu Str., Siu Lek Yuen, Shatin, Hong Kong (SGS).  The item in 
question is an Agilent 7500CS ICP-MS Mainframe and is the subject of 
BIS license application D395766. The item is classified under Export 
Control Classification Number (ECCN) 3A233 and is controlled for 
nuclear non-proliferation reasons (NP).  The license applicant is 
Agilent Technologies, Inc. of Washington D.C. 
 
3. A review of Hong Kong Companies Registry reveals that SGS was 
registered (as P. Younghusband Limited) in 1959 and has a registered 
capital of the Hong Kong equivalent of USD 12,000. Its directors are 
Hong Kong residents Cheng, Oi Ming and Fabrice Jean Pierre Egloff. 
 
4.  According to its web site (www.sgs.com), SGS offers high-level 
expertise in testing, verification, technical consultancy and 
inspection of products from various industries.  It has over 1000 
staff.  It is one of seveal well-known testing houses in Hong 
Kong. 
 
5. On May 21, 2008, ECO and Commercial Assistant Carie Chan 
visited SGS at the address referenced above and met with Mr. Lam 
Wai, Deputy Department Mnager, Chemical Testing Laboratory and Mr. 
Patrik Tsui, Technical Manager, Chemical Testing Laboraory.  They 
provided ECO with a short overview ofthe company's activities 
(consistent with its web site) and a tour of the facility. 
According to Mr. Lam, the company provides a wide range of testing 
services for various consumer and other products.  The item in 
question will be used for heavy metals (lead) testing in various 
materials including toys, clothes and electronics. 
6.  At the time visited, SGS appeared to be a suitable recipient of 
the item in question since SGS cooperated with the PLC, provided ECO 
with access to the area where the item will be used and operates a 
line of business consistent with the use of the item.
