1. (U) For provision of goods, services, and technical assistance, 
the U.S. Government and the Government of Tajikistan (GOTI) signed a 
Letter of Agreement (LOA) in 2003.  For subsequent years, INL 
Dushanbe negotiates an annual Amendment to the Letter of Agreement 
(ALOA) when project funds are allocated to Post.  For equipment 
transfers INL Dushanbe requires the head of the end-user agency or 
ministry of the government to sign a Memorandum of Understanding 
(MOU) accepting INL-provided equipment.  The MOU specifies the 
quantity, description, serial number, intended use, and initial 
location of each donated item.  GOTI agencies are, generally, very 
cooperative and responsive to end use monitoring requirements. 
 
2.  (U) Since 2005, INL Dushanbe has provided equipment to host 
government institutions located throughout Tajikistan.  These 
institutions include the Ministry of Internal Affairs, Drug Control 
Agency, and the State Committee on National Security, with separate 
provisions to the Border Guards, which are now a sub-unit of the 
Committee on National Security. 
 
3.  (U) Over the course of 2007 and early 2008, INL Dushanbe staff 
conducted periodic spot checks of the equipment in conjunction with 
separate programs such as training events, site visits, and 
performed specific end use monitoring trips.  The government 
cooperated in all requests for verification concerning the use of 
donated equipment.  Results of the checks have shown that the 
government agencies, generally, are utilizing equipment properly, 
and donated equipment is helping to combat drug trafficking, 
trafficking in persons, and preventing crime.

4.  (SBU) Post continues to improve its procedures to monitor 
INL-financed or provided equipment.  Locally employed Program 
Managers personally accept and inventory all equipment upon arrival 
to Post.  Internal controls are maintained by separating receipt, 
inventory, and distribution responsibilities among different 
employees.  Program Managers maintain an internal record of donated 
goods and periodically request detailed inventories from the 
receiving agencies to ensure the agencies are maintaining proper 
records.  Regular monitoring of INL-supported projects provides a 
ready opportunity for specific end use monitoring of previously 
donated equipment.  Listed below is all equipment that INL Dushanbe 
donated to law enforcement agencies of Tajikistan since 2005. 
 
A. MINISTRY OF INTERNAL AFFAIRS (MVD) 
 
Location, use, and condition of INL-provided equipment donated to 
the Ministry of Internal Affairs. 
 
A 1. MVD Trafficking in Persons Unit 
 
 Vehicles: 
 
INL provided the Counter Organized Crime Department 14 vehicles.  A 
recent inspection verified that all donated vehicles are in good 
working condition and are used in anti-trafficking-in-person (TIP) 
operations. 
 
 Miscellaneous equipment: 
 
INL provided the TIP unit with ten WP wide angle 10X50 binoculars, 
ten Garrett hand-held super scanners, and ten combat ballistic 
helmets, all of which were accounted for and are in good working 
condition. 
 
A 2. Counter Narcotics Department 
 
 Vehicles: 
 
INL provided the Counter Narcotics Department 13 vehicles.  The 
Counter Narcotics Departments uses the donated vehicles to conduct 
counter-narcotics operations around the country.  An end-of-year 
inspection determined that one of the vehicles (VAZ Sedan 2110, 
Qinspection determined that one of the vehicles (VAZ Sedan 2110, 
Engine# 1309840) is damaged beyond repair because of a traffic 
accident.  This vehicle will no longer be accounted for in future 
end-use monitoring.  The remainder of the donated vehicles are in 
good working condition and are properly maintained.

 Miscellaneous equipment: 
 
INL also provided the Counter Narcotics Department two video 
cameras, three photo cameras, three CT-30 kits, three NVB8 Gen IIIA 
Night shadow binoculars, three Steiner binoculars, ten Galls 16MB 
digital Voice recorders w/wireless microphone, two Command ear 
units, three Olympus digital voice recorders WS-310M with earplugs 
SME-TP3CX, three Parabolic dishes, three Gateway laptops M685-G, two 
UNIDEN scanners bearcat BC350C, five UNIDEN trunk tracker radio 
scanners, three GPS units 72 Garmin, three Inspection mirrors, one 
Fax machine Panasonic KX-FC233RU, one Air-conditioner Samsung (split 
system), one Printer HP LaserJet 1160, 1320, 1320n, one Laptop 
Gateway M460, one Projector Canon LV - 5220, one projector screen, 
five WP wide angle 10X50 Binoculars, ten Garrett hand-held super 
scanners, fifteen RBR Combat MKII Ballistic Helmet, and five safes. 
 
 
 
Checks showed that the equipment is being properly used and 
maintained. 
 
 
A 3.  ANALYTICAL CENTER 
 
INL Dushanbe assisted the Ministry of Internal Affairs to establish 
a new Analytical Center in February 2006.  The center is responsible 
for collecting, organizing, storing, processing, and exchanging 
information related to all criminal investigations conducted within 
MVD Departments and information exchange with other law enforcement 
agencies of Tajikistan.  INL Dushanbe donated 10 computers, a 
server, 2 printers, a scanner, and office furniture.  Checks showed 
that the equipment is being properly used and maintained. 
 
INL provided ten additional computers to different MVD Departments 
to connect them with the Analytical Center to exchange information. 
Checks showed that the equipment is being properly used and 
maintained. 
 
A 4. MVD Academy 
 
INL provided the MVD Academy the following equipment: 
 
      Computer equipment: 
 
39 computers, two printers, furniture for a computer classroom, a 
language lab, a civil law classroom, and a scientific classroom, one 
TV LG 29FD1RL,  one Panasonic DVD-CD-Video player model LP-GOEE-S, 
17 copies of English for Russian speakers by Pimsleur (4 CDs in one 
box).  Checks showed that the equipment is being properly used and 
maintained.  INL also provided an electrical transformer to ensure 
continuous electricity support for the equipment provided.  Checks 
showed that the equipment is being properly used and maintained. 
 
A 5.  Forensic Laboratory 
 
INL provided the Fingerprint Forensic Laboratory the following 
equipment:

also received two Gateway laptops M685-G.  Checks showed that the 
equipment is being properly used and maintained.

Vehicles, all of which are used in daily counter narcotics 
operations around Tajikistan.  End-use inspection showed that all

INL provided three video cameras, four photo cameras, three CT-30 
kits, 15 WP wide angle 10X50 binoculars, ten Garrett hand held super 
scanners, five D221 generation II binoculars, three Detect Ear 
Parabolic Dishes, nine RBR Combat MKII ballistic, five Galls 16 MB 
Digital voice recorder with wireless microphones, four Command Ear 
Sound Amplifiers, two Steiner 15X80 Senator/Military Binoculars, 
five inspection mirrors, five safes, seven NVB-8 GEN III 64LP/MM 5X 
Night Vision binoculars, four GPS 72 portable hand held GPS, 11 
Motorola Professional two-way UHF radios, three Bearcat 350A 
scanners, one refrigerator, and one air-conditioner. Checks showed 
that the equipment is being properly used and maintained.

INL provided gym equipment to ensure Mobile Team physical fitness: 
45 Lb weight plates, 10 lb - 100 lb Hex Dumbbells with Ergo Grip, 
Star track bicycle, Landice running track, Kettler Delta 300, Power 
Station, U.S. Strength Olympic 4 in 1 Bench, U.S. Strength Olympic 
Incline Bench, U.S. Strength Adjustable Decline, U.S. Strength Arm 
Curl Bench, U.S. Strength 45 degree Hyperextension, Chin Dip 
Vertical Knee Raise.  Checks showed that the equipment is being 
properly used and maintained. 
 
C. State Committee on National Security and the Main Department of 
Border Guards Forces, a sub-unit of the State Committee 
 
C 1. Vehicles for Border Guards Department 
 
INL provided the Border Guards Department 26 vehicles.  Five KAMAZ 
trucks, five Russian jeeps UAZ-Hunters, eight ambulances, two Toyota 
Prados, one Toyota Camry, and five Volgas GAZ-3102-103 as well as 
spare parts for KAMAZ trucks. 
 
During the inspection, Embassy officials determined that one KAMAZ 
truck (engine# 62335253) is totally damaged beyond repair due to a 
traffic accident in the Badakhshan area.  This vehicle will no 
longer be monitored.  Checks showed that the remainder of vehicles 
are being properly used and maintained. 
 
C 2.  Uniforms for Border Guards Department 
 
 
INL funded procurement of 10,000 uniforms for border-guard troops 
serving the Tajik-Afghan border sector, including one thousand sets 
designed specifically for the severe winter conditions of the Murgab 
area.  Checks showed that the uniforms are being properly used and 
maintained. 
 
C 3.  Miscellaneous Equipment for Border Guards Department 
 
INL provided 15 Garrett hand held super scanners, 60 RBR Combat MKII 
ballistic helmets, five safes. The checks showed that the equipment 
is being properly used and maintained. 
 
C 4.  Furniture for Khirmanjo Border Outpost 
 
INL provided 160 pieces of furniture for the Khirmanjo border 
outpost.  Until reconstruction works are completed, all the 
furniture is stored at the sealed Border Guards Department 
warehouse. 
 
C 5.  Miscellaneous Equipment for several Border Outposts "Bog", 
Shurabad Otryad #8, and "Sarigor". 
 
INL provided the following equipment to the "BOG" border outpost: 
one Steiner binocular, one NVD 221 Generation II binocular, and one 
night shadow Generation III binocular. 
INL provided the following equipment to Shurabad Otryad #8: one

w/wireless microphones,  eight Command ear units, ten UNIDEN trunk 
tracker radio scanners.  Checks showed that the equipment is being 
properly used and maintained. 
 
D. Airport Security Department 
 
INL provided the following equipment technical equipment to the 
Airport Security Department in Dushanbe, Tajikistan: three Dell 
computers and three UPS units. Checks showed that the equipment is 
being properly used and maintained.

5.  (U) Since 2005, INL Dushanbe funded the reconstruction of the 
MVD Analytical Center, Counter Narcotics Department Training Room, 
MVD Forensic Lab including the Training Room, MVD Police Academy 
third floor (including the roof), Drug Control Agency Mobile Teams 
facility (sixth floor of the main headquarters), Drug Control Agency 
Mobile Teams gym including the roof, and the State Committee on 
National Security Training Academy roof.

7.  (SBU) The Government of Tajikistan uses all resources provided 
for the intended purpose. Frequent arrests of drug traffickers and 
multiple kilo drug seizers are excellent examples of how the law 
enforcement agencies are effectively using the equipment in the 
fight against drug trafficking and related crimes.  Overall, law 
enforcement and security ministries combating border smuggling and 
organized crime have demonstrated greater capacity and willingness 
to be proactive than during the period before the Russian border 
guards withdrew in early 2005.  Post will continue use our 
contributions to press host country partners to move beyond seizures 
and arrests, toward successful prosecutions of organized crime
