Understanding cables

(U)  Post intends to commemorate May 21 by featuring the 'Day 
of Solidarity with the Cuban People' on the embassy's website 
and highlighting the struggle of the Cuban people for 
Democracy in meetings with Turkish human rights activists and 
NGOs, as described in ref b.  MFA Latin America Department 
Head Ece Uztuk-Cil, one of only two officers in the entire 
Turkish Foreign Ministry who cover all of Latin America, told 
us that the GOT has not planned any specific activities for 
the 'Day of Solidarity with the Cuban People.'  Per ref a,
