Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.This is an Action Request.  See paragraphs 2-4. 
 
2. The Department's Office of Defense Trade Controls 
Compliance (PM/DTCC) requests Posts' assistance in conducting 
a pre-license check on application 05-050095903 for the 
export of defense hardware and technical data to India. 
Posts are requested to complete this Blue Lantern inquiry 
within 30 days.  Lack of response to a Blue Lantern inquiry 
will affect pending and future licenses involving parties to 
this license. 
 
3. Reason for request:  Licensing Officer seeks confirmation 
that the proposed transaction is valid. 
 
4. Action New Delhi and Tel Aviv:   Department requests that 
Posts verify the bona fides of the proposed transaction 
involving Foreign Consignee Orbit-Alchut Technologies, Ltd. 
and End-User Defense Electronics and Radar Development, 
Defense Research Development Organization, Government of 
India, Ministry of Defense. Reiterate that the unauthorized 
re-export or retransfer of United States Munitions List

PURPOSE: 
 
The Absorptive Switch is used to route a radio frequency 
signal to one of four selected ports that feed an antenna. 
Orbit-Alchut Technologies integrates the switch into its 
antenna test system.  The antenna system is for general 
purpose use and is part of the Orbit-Alchut Technologies 
facility infrastructure.  The antenna test system is 
delivered to a ground-based, fixed laboratory installation 
located in India which supports the Indian Ministry of 
Defense in assessing antenna performance measurements.
