Understanding cables
Every cable message consists of three parts:

ECONOFF delivered reftel demarche on Turkey's change of 
status at the EBRD to Deputy Minister of Finance Dimitar 
Ivanovski April 22.  Ivanovski said he understood the USG's 
desire for an EBRD strategic review, and said he would 
discuss the issue with Bulgaria's Finance Minister, who is on 
the EBRD's Board of Governors.
