Understanding cables
Every cable message consists of three parts:

(SBU) A/DCM presented reftel points to Ministry of Foreign 
Affairs Secretary of State Ouch Borith on April 21.  Ouch 
Borith noted that Cambodia's mission to the United Nations 
had already received this information from the UN directly. 
He also noted that the Ministry of Foreign Affairs had 
already informed the Ministry of Interior, banks, and other 
financial institutions.
