Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided 
below is prohibited by Section 12C of the Export 
Administration Act. 
 
2. Reftel requested a Post-shipment verification to 
determine the legitimacy and reliability of the end- 
user, Dalsvyaz, OJSC Far East Telecommunication 
company, Petropavlovsk-Kamchatsky, Russia. The company 
is listed on BIS license application D361003 as the 
ultimate consignee of one PRS-4400 Cesium III 
technology. These items are controlled for national 
security and anti-terrorism reasons under ECCN 3A002. 
The licensee is Symmetricom Inc., 2300 Orchard Pkwy., 
San Jose, CA. 
 
3. On April 22, 2008, Export Control Attache Peter 
Liston conducted the requested post-shipment 
verification with Dalsvyaz, OJSC Far East 
Telecommunication company, Petropavlovsk-Kamchatsky, 
Russia. The export control team met with Leonid 
Mikhailov, Tatiana Sakhno, and Shabanov Igor 
Timofeevich, the General Director of Dalsvyaz, OJSC 
Far East Telecommunication company. 
 
4  Dalsvyaz, OJSC Far East Telecommunication company 
is one of the largest telelcommunications companies 
operating the Far East of Russia.  Dalsvyaz, OJSC Far 
East Telecommunication company services the whole 
peninsular of Kamchatka, with its base of operations 
in Petropovosk-Kamchatsky.  Dalsvyaz, OJSC Far East 
Telecommunication company provides telephone, Internet 
and Cable Television services. 
 
5. Dalsvyaz, OJSC Far East Telecommunication company 
was established approximately 6 years ago and is 
wholly government owned.  Dalsvyaz, OJSC Far East 
Telecommunication company employs approximately 1000 
people in three different locations.  ECO Liston was 
shown the commodity in reftel and found it to be in 
full operation and being used for the end use for 
which it was licensed.  ECO Liston photographed the 
PRS-4400 Cesium III in place. 
 
5. Recommendations: Post recommends Dalsvyaz, OJSC Far 
East Telecommunication company, Petropavlovsk- 
Kamchatsky, Russia as a reliable recipient of 
sensitive U.S. origin commodities.
