SUBJECT: NICARAGUA: HUMAN RIGHTS INDIVIDUAL VETTING REQUEST 
FOR U.S.-SPONSORED TRAINING: USMLGP, COMMAND AND GENERAL

¶1.  We request the Department's assistance in screening the 
following individuals, who have been nominated for USG-funded 
training, pursuant to the Leahy Act and the Foreign 
Assistance Act. 
 
¶2.  The following individuals will attend the Command and 
General Staff College in Fort Benning, GA, from June 2, 2008 
to May 28, 2009.  The names are listed with the surname first: 
 
- Vanegas Lanzas, Santos Dario, DOB 19 Dec 1966 
- Montenegro Baez, Miguel Alvaro, DOB 29 Dec 1964
