Understanding cables

Rutsinga, Director for International Organizations in the 
Rwandan Ministry of Foreign Affairs, on the nomination of a 
chair for the 2009 Nuclear Non-Proliferation Treaty 
Preparatory Committee.  After acknowledging the potential 
difficulties that could stem from the nomination of 
Zimbabwe's permanent representative to the UN to the 
position, Rutsinga said he was not aware of Government of 
Rwanda (GOR) plans to put forward an alternate nominee.  He
