Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  (SBU)  DATT and Pol/Econ Chief delivered reftel demarche 
on April 25 to General Patrick Nyamvumba, J4 at the Ministry 
of Defense.  PAE contractor Riaan Slabbert and AF/SPG 
contractor Bob Goosey accompanied.  USG team presented a 
training and support services list to General Nyamvumba, 
which the General greeted with great enthusiasm, noting that 
it tracked very closely with an equipment list submitted by 
the Rwanda Defense Forces several months ago.  Mission POC 
for this program are: the Defense Attache's Office, Major Ron 
Miller and Sergeant First Class Jonathan Platt. 
 
2.  (SBU) Mission responds as follows to reftel paragraph 8 
items "a" through "d": 
 
a) Delivery of diplomatic note:  delivered 
b) Host government POC:  General Patrick Nyamvumba, J4 
(logistics chief). 
c) Customs and VAT exemptions:  General Nyamvumba pledged to 
work to provide this as soon as possible. 
d) Storage warehouse:  General Nyamvumba offered in principle 
to provide secure space without charge at Kanombe Military 
facility, near to Kigali's international airport, subject to 
inspection by PAE and agreement on twenty-four access 
procedures.
