Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

Discussing cables
If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.  (SBU) Speaking at the informal weekly "coffee" gathering 
of the North Atlantic Council on March 11, Ambassador Nuland 
told Allies the U.S. welcomed the appointment of Kai Eide as 
the Special Representative for the Secretary General in 
Afghanistan and intended to put together a series of 
high-level meetings in Washington for Eide prior to 
Bucharest.  She urged Allies to roll out the welcome mat for 
Eide in capitals in order to send him off to Kabul with 
high-level endorsements and momentum.  The Norwegian PermRep 
- speaking informally - passed along information that he had 
heard Eide's calendar would likely not permit visits to 
capitals prior to the Bucharest Summit April 2-4. 
 
2.  (U) SYG de Hoop Scheffer issued a statement on March 10 
welcoming the appointment of Kai Eide as SRSG and looking 
forward to working closely with him.
