Understanding cables

  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

 1. (SBU) On March 4 we delivered reftel talking points to
Juan Salas, MFA UNSC desk officer. Salas said he would
forward the information to New York since, as a UNSC member,
Costa Rica may play a role in decisions made regarding the
possible disbanding of INMEE and imposing sanctions.

2. (SBU) Salas offered no indication as to Costa Rica's
position or intended actions on these issues. We will follow
up as needed.
