Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). POLOFF Support for Kearsarge Visit 
---------------------------------- 
 
1. (SBU) Embassy Panama has identified two EMBOFFs to support 
the visit of the USS KEARSARGE to Panama from September 16 to 
30.  POLCOUNS Brian Naranjo will join the USS KEARSARGE in 
Cartagena, Colombia on/about September 15.  Since the USS 
KEARSARGE will be in Cartagena on liberty from September 10 
to 15, Mr. Naranjo will not/not join the ship three-days 
prior to the ships departure from Cartagena. On/about 
September 22, POLOFF Eric Geelan will replace Mr. Naranjo. 
Due to limited staffing at post and the significant amount of 
time that the USS KEARSARGE will deployed in Panama, Embassy 
Panama cannot assign one officer to cover all estimated 15 
days of this deployment, but rather will need to rotate 
POLOFFs.
