Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided 
below is prohibited by Section 12C of the Export 
Administration Act. 
 
2. Reftel requested a pre-license check to determine 
the legitimacy and reliability of the end-user, 
Russian Satellite Communication Company (R.S.C.C.), 
Moscow, Russia. The company is listed on BIS license 
application D392520 as the ultimate consignee of four 
transceivers. These items are controlled for national 
security and nuclear non-proliferation reasons under 
ECCN 3A001.A.2.C. The licensee is Thales Alenia Space 
Italia Spa, Via Saccomuro, 24, Rome, Italy. 
 
3. On March 21, 2008, Export Control Attache Peter 
Liston and LES Natalya Shipitsina conducted the 
requested pre-license check at the offices of Russian 
Satellite Communication Company, 12/5, bld.7, Kursovoy 
per., Moscow, Russia. The export control team met with 
Natalya Nikolaeva, Deputy Director General for 
Business Development and Evgeny Buydinov, Director 
Investment Projects. 
 
4. The Russian Satellite Communication Company (RSCC) 
is a global satellite communication operator that was 
founded in 1967.  RSCC is registered at the 
International Telecommunications Union (ITU), 
cooperates on a long-term basis with Intelsat and 
Eutelsat companies, as well as with Intersputnik - the 
International satellite communications organization. 
 
5. RSCC is a full-fledged member of the Asia-Pacific 
Satellite Communications Council (APSCC) and World 
Teleport Association (WTA), is a member of the 
operator council of the Regional Communications 
Commonwealth (RCC) and is the founder of the National 
Satellite Communications Assembly (NSCA). 
 
6. In terms of satellite capacity, RSCC belongs to the 
ten largest world satellite communications operators 
with its share in the satellite communications market 
being 80%. 
 
7. RSCC operates only commercial satellites and is not 
involved in any military projects and builds 
satellites only for the Russian Federation.  RSCC has 
approximately 200 employees working in three offices 
within Moscow and operates 6 ground control stations 
throughout the Russian Federation comprising a work 
force nearing 1000 and is 100% GOR owned. 
 
8. Export Team Moscow did not detect any problems with 
businesses affiliated with the subject firm and the 
commodity in reftel is consistent with the subject's 
business. 
 
9. Recommendations: Post recommends Russian Satellite 
Communication Company (RSCC), Moscow, Russia, as 
reliable recipients of sensitive U.S. origin 
commodities. It is requested that post be notified of 
final disposition of the application, and of any 
shipments for this organization in order to conduct 
appropriate FCS follow-up and statistical reporting.
