Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1. PolOff delivered reftel demarche March 11 to Minister Alice 
Kimpembe of the Office of International Organizations at the 
Congolese Foreign Ministry. 
 
2. Kimpembe stated that while she was not directly involved in the 
preparations for CEEAC (Economic Community of Central African 
States) summit, U.S. and international support of peace initiatives 
is always welcome.  She said she did not have access to CEEAC plans 
related to Chad, Sudan, or issues of regional security, but would 
request the MFA forward a copy of the CEEAC summit conclusions to 
us.
