Understanding cables

SUBJECT: USG, GOI SIGN AGREEMENT FOR REGIONAL VOLCANO OBSERVATORY 
 
1. (U) Summary. On March 14, Ambassador Hume and the Head of the 
Ministry of Energy and Mineral Resources' (MOE) Geological Agency, 
Bambang Dwiyanto, signed an agreement to establish a regional 
volcano observatory in North Sulawesi. The U.S. Geological Survey 
(USGS) will implement the agreement in partnership with the MOE. 
Minister of Energy and Mineral Resources, Purnomo Yusgiantoro, 
presided over the ceremony at the Ministry's offices in Jakarta.

NEW AGREEMENT CONTINUES USGS/GOI COOPERATION

2. (U) The new agreement is the fifth annex under the umbrella 
US-GOI Science and Technology Multihazards MOU, signed during the 
POTUS visit in November 2006.  The annex covers joint work by the 
MOE Geological Agency's Center for Volcanology and Geologic Hazard 
Mitigation (CVGM) and the USGS/USAID Office of Foreign Disaster 
Assistance (OFDA) Volcano Disaster Assistance Program (VDAP). Under 
the agreement, the planned regional volcano observatory would 
monitor the 11 active volcanoes in North Sulawesi and the Sangihe 
Islands.

3. (U) A brief press conference followed the MOU signing ceremony. 
Several print publications carried the story, including "The Jakarta 
Post", "Seputar Indonesia", "Jurnal Nasional", and "Suara Karya". 
Photos with brief captions on the event appeared in "Republika", 
"Investor Daily", "Sinar Harapan", and "Bisnis Indonesia". 
Indonesian daily newswire "Antara" and Chinese news service "Xinhua"
