(SBU) Charge delivered reftel demarche March 16 to Assistant 
Minister for Follow-Up Affairs Mohammed Al-Rumaihi, the 
number three official at the MFA.  Charge noted that former 
Secretary of State Albright had raised this issue in February

with Prime Minister and Foreign Minister Hamad bin Jassim Al 
Thani (HBJ), and the head of OPIC had followed up with a 
letter of his own, delivered by the Embassy through MFA 
channels, to HBJ's office manager.  While Al-Rumaihi was 
unfamiliar with the request, and made no commitment, he said 
the Government of Qatar would be happy to receive in Doha 
someone from Washington who could explain the project in 
detail and engage Qatari officials on providing financial 
support for it.
