1.  On March 14, Economic LES spoke with Elhadj Alpha Yaya 
Diallo, the chef de bureau for the gasoline depot in 
Conakry.  Yaya Diallo stated that the Minister of Commerce 
issued a written instruction to Customs authorizing the 
delivery of only 600,000 liters of gas per day from the gas 
depot to customers, effective March 13. Diallo said that 
usual shipments from the depot are approximately 1 million 
liters per day.  The letter also forbids gas stations from 
pumping fuel into containers as an anti-smuggling, anti- 
speculation measure.  These new rules are reportedly 
effective until further notice.

2.  COMMENT: The 40% cut in gasoline deliveries could be a 
government attempt to control the spiraling cost of the 
gasoline subsidy; essentially a holding action while they
