Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol).  1. (SBU) On February 8 we conveyed Ref A request to 
Alejandro Solano-Ortiz, the Alternate Director General of the 
Foreign Policy Office of the MFA. 
 
2. (SBU) After reviewing the request with FM Stagno, 
Solano-Ortiz informed us that Costa Rica did not have the 
facilities nor the resources to honoQsuch commiQent. 
 
3. (SBU) COMMENT: Although Solano was willing to listen to 
us, the GOCR's negative response was expected.  The GOCR also 
declined our last request for possible medevac assistance 
from Guantanamo (Ref b).
