Understanding cables

The Spanish government delegation attending WIREC 2008 will 
be led by Ignasi Nieto, Secretary General for Energy in the 
Ministry of Industry, Tourism and Trade.  Despite national 
elections scheduled on March 9, 2008 per reftel, ten GOS 
delegates from Spain will be attending.  During a meeting 
with Under Secretary of State Dobriansky on February 11, 
Secretary General Nieto said the GOS recognized the

importance of WIREC 2008 and confirmed that the GOS would
