Understanding cables

1. A/DCM and PolOff delivered reftel demarche February 25 to Nzuzi 
Mazemi, Director of International Political Organizations at 
Ministry of Foreign Affairs. 
 
2. Mazemi stated that the DRC shared the position of the United 
States on the right of the Cuban people to democratic expression and 
the existence of a legitimate political opposition.  He said the DRC 
hoped the new Cuban leadership would seize the opportunity to 
rehabilitate the image of Cuba and adopt true democratic reforms.
