Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1.(SBU) Per refs, Embassy has transmitted the following 
letter addressed to the Ministry of Foreign Affairs and 
Foreign Trade (MFAFT)'s Director of Bilateral Relations, Mr. 
Courtenay Rattray, dated Feb. 11:

" The Department of State in Washington, D.C. has asked that 
the Embassy approach the Government of Jamaica, on an 
emergency basis, concerning the !Q2i9Qur previous discussions, the 
United States Government provides protection at the Naval 
Station in Guantanamo Bay for a number of migrants who have 
been determined to be in need of protection because of a 
well-founded fear of persecution or because they would more 
likely than not face torture if returned to their country of 
origin.  The United States seeks third countries to resettle 
these migrants.
