Understanding cables

ΒΆ1.  (U) On February 18, the Afghan Foreign Ministry released 
the following statement in English on their official website 
in support of the independence of Kosovo:

The Statement of Islamic Republic of Afghanistan on the 
Recognition of Independence of Kosovo 
 
Released on:  Feb 18, 2008 
 
In accordance with the parts A and B of the Article 1 and the 
part B of the Article 76 of the United Nations Charter and 
with belief in democratic values, human rights, the right of 
sovereignty, the expansion of good relations between states, 
peaceful coexistence, and the independence of countries, the 
Islamic Republic of Afghanistan with respect to the will of 
the people of Kosovo shown in the parliamentarian election on 
November 17, 2007, supports the will of the people of 
Kosovo's declaration of independence of that country and 
recognize it. 
 
The Islamic Republic of Afghanistan wishes more prosperity 
and advancements of Kosovo and welfare of its people.
