Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

1.  In response to reftel, Post is pleased to nominate 
Stanley Harsha, Labor Attache/Deputy Political Counselor, and 
Ade Budiningsih, FSN Political Assistant, to partipate in the 
Forced and Child Labor Training Seminar in Bangkok on March 
27-28, 2008. 
 
2.  Participants' profiles: 
 
 
NAME:  Stanley J. Harsha 
TITLE: Labor Attache; Deputy Political Counselor (Democracy 
Unit Chief), Political Section 
AREA OF RESPONSIBILITY:  Officer is the labor attache and 
coordinator for Mission trafficking in persons (TIP) policy 
and programs.  He drafts the annual Worst Forms of Child 
Labor (WFCL) and TIP reports; monitors DOL and G/TIP 
projects. 
Tour of Duty:  Officer's tour ends in August 2009. 
 
NAME:  Ade Budiningsih - FSN 
TITLE:  Political Assistant (Democracy Unit), Political 
Section 
AREA OF RESPONSIBILITY:  Political assistant is responsible 
for assisting the Labor Attache in all matters related to 
labor and TIP, including researching and drafting the WFCL 
and TIP reports and monitoring DOL and TIP projects. 
 
 
3.  Post has not yet determined if we can fund lodging and 
per diem.  We request funding for lodging, per diem and 
roundtrip airfare for both participants but will review this 
if DOL cannot fund the entire cost. 
 
AIR COSTS AND PER DIEM: 
 
Airfare: USD$500 each, Singapore Air, departing Jakarta at 
2:25 p.m. Wednesday, March 26, arriving in Bangkok at 7:25 
p.m.; departing Bangkok Saturday, March 29 at 1:10 p.m., 
arriving in Jakarta at 6:05 p.m. 
Per diem rate for Bangkok is: USD$ 218.00 (Lodging USD$ 
146.00, ME&I USD$ 72.00)  per day. 
HUME
