Understanding cables

Reftel demarche on advancing the U.S. position for change in 
Cuba was delivered to the North America and Caribbean 
Division of the Tanzanian Ministry of Foreign Affairs and 
International Cooperation (MFA).  While the Minister of 
Foreign Affairs, Honorable Bernard Membe, is currently not in 
the country, Foreign Service Officer Hemedi Mngaza will 
notify the Embassy concerning any response from the Minister 
once available.
