Understanding cables
Every cable message consists of three parts:

Per reftel demarche, Amira Fahmy, Trafficking-in-Persons 
(TIP) contact point at the MFA, told us on February 5 that 
the Egyptian delegation to the February 13 - 15 UN.GIFT 
Vienna Forum will be led by Assistant Foreign Minister for 
Multilateral Relations Ambassador Naela Gabr.  Also attending 
with be representatives from the Ministry of Justice, 
Ministry of Interior, Office of the Public Prosecutor, and 
National Center for Childhood and Motherhood.  Fahmy 
confirmed that the GoE has no plans for the Vienna Forum to 
lead to any document calling for commitments or 
recommendations to the UN.  Note: The MFA, and Ambassador 
Gabr specifically, is responsible for leading and 
coordinating the GoE's efforts against TIP.
