Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

ΒΆ1. (U) On February 13, Econoff delivered dipnote 232 on the 
completion of internal USG procedures for the entry into 
force of the "Protocol to Amend the Agreement between the 
Government of the United States of America and the 
Government of the People's Republic of China (PRC) relating 
to Civil Air Transport" to the Ministry of Foreign Affairs 
(MFA).  On February 15, Embassy received a confirmation MFA 
dipnote via MFA courier.  Below is a post translation of 
MFA dipnote 25.  The original will be sent via pouch to L/T 
Frank Holleran.

To: The Embassy of the United States of America: 
 
 The Ministry of Foreign Affairs of the People's 
Republic of China presents its compliments to the Embassy 
of the United States of America, and has the honor to 
inform the latter of the following regarding diplomatic 
note 0232 by the Embassy on February 12, 2008: 
 
 The Ministry of Foreign Affairs received the note on 
February 14, 2008. According to Article 7 of the Protocol 
on the Amendment of the Civil Air Services Agreement 
between the People's Republic of China and the United 
States of America signed on July 9, 2007 in Seattle, the 
Protocol is effective as of February 14, 2008.
