Understanding cables

ΒΆ1. (SBU) Emboffs delivered reftel demarche points on 
amending the Montreal and Hague Conventions to include 
provisions against the transportation of particularly 
dangerous goods, related items, and fugitives to the 
General Administration of Civil Aviation of China (CAAC) 
and to the Ministry of Foreign Affairs (MFA) respectively 
on February 13 and 15.  CAAC Department of Policy and 
Regulations Director Meng Qingfen stated that China's 
International Civil Aviation Organization (ICAO) 
representative has already scheduled a February 18 meeting 
to discuss the issue with United States counterparts in 
Montreal.  MFA Arms Control Department staffers said that 
they appreciated the information and would carefully 
consider it.  Neither CAAC nor MFA commented further.
