Understanding cables

1.  Barbara Kudrycka was appointed Minister of Science and 
Higher Education on November 16, 2007.  Prior to her 
appointment, Kudrycka served since 2004 as a deputy to the 
European Parliament in Brussels.  She also served as rector 
of the Bialystok School of Public Administration from 
1998-2007. 
 
2.  Kudrycka began her political career in the 1970's as a 
member of the Polish Communist party.  Sometime after martial 
law was introduced in Poland in 1981, she resigned from the 
Communist party and joined the Solidarity movement.  She has 
been a member of Civic Platform since 2004. 
 
3.  Kudrycka graduated from Warsaw University with a law 
degree in 1978.  In 1985, she obtained a doctorate in law, 
and in 1995 was named assistant professor of law and public 
administration at the University of Warsaw, specializing in 
administrative law.  In the 1990's she was involved in the 
field of political ethics.  She was instrumental in the 
creation of the parliamentary code of ethics, adopted in 
1999, and co-authored the civil service code of ethics in 
2002.  Kudrycka enjoys a reputation as a good manager and has 
been credited in the press with developing the Bialystok 
School of Public Administration into a leading private 
college. 
 
4.  Kudrycka is married and has two children.  She has 
traveled in the U.S. and speaks English.
