Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). 1.This is an Action Request.  See paragraphs 2-4. 
 
2. The Department's Office of Defense Trade Controls 
Compliance (PM/DTCC) requests Post's assistance in conducting 
a pre-license check on application 05-050079910 for the 
export of defense hardware to France.  Post is requested to 
complete this Blue Lantern inquiry within 30 days.  Lack of 
response to a Blue Lantern inquiry will affect pending and 
future licenses involving parties to this license. 
 
3. Reason for request:  Foreign Consignee INEO Defense ELG 
and End-User Centre d'Electronique de L'armement (CELAR) are 
unfamiliar foreign parties. 
 
4. Action Request:   Department requests that Post review 
documentation and conduct a site visit to establish the bona 
fides of INEO Defense ELG as a responsible recipient of 
United States Munitions List (USML) items.  Emphasize that 
the unauthorized re-export or retransfer of USML items is 
strictly prohibited.  Department further requests that Post 
seek further information about the specific end-user(s) and 
end-use of the exported items (e.g., government or 
commercial) and clarify the type of research that is being 
conducted.
