Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). "Bush's Useless Middle East Visit" 
 
Business-oriented daily Valor Economico editorialized (1/18): 
"President Bush's eight-day visit to the Middle East began with 
speeches about peace and democracy and ended with the sale of an 
arms package totaling USD 50 billion.... In his last year in the 
white House, Bush does not have any power in the Congress and can do 
little to repair his lack of action and clear support for Israel, 
which were evident in the past seven years.... New developments 
towards peace in the region will probably take place after the U.S. 
elections. The permanence of weak and cornered governments both on 
the Israeli and Palestinian sides is a major obstacle preventing the 
negotiations from advancing, not to mention the US's lack of 
interest in forcing Israel to make concessions."
