Understanding cables

1.  The U.S. Immigration and Customs Enforcement (ICE) Attach, 
Paris, France requests the assistance of the Regional Security 
Office, Algiers, Algeria in obtaining information on Mohamed Farid 
SI LARBI.  SI LARBI is a citizen and national of Algeria who was 
granted Refugee status and allowed to enter the United States on 
09/27/00.  ICE received information that SI LARBI may have 
involvement and/or connections to terrorist groups and terrorist 
activities.  On 5/15/07 SI LARBI was questioned and given a 
polygraph concerning this new information.  The results of the exam 
concluded that SI LARBI was deceptive during his responses. 
 
2.  SI LARBI is identified as follows:

DOB:   04/11/74 
SEX:   Male 
ALIEN REGISTRATION NUMBER: a78788876 
ALGERIAN DRIVERS LICENSE:  #180461 dated 02/05/95 
ALGERIAN VOTING CARD:  #504494, Bir Khadem municipality 
 
3.  SI LARBI entered the United States after being granted Refugee 
status based upon his uncorroborated verbal testimony.  He has a 
pending application for Naturalization. 
 
4.  In furtherance of this investigation, the following information 
is being sought from the RSO in Algiers: 
 
* Request assistance from Algerian authorities (intelligence) in 
ascertaining if SI LARBI is known to have ties to terrorist groups 
and/or activities as well as any other relevant information. 
 
* Verify if SI LARBI was granted amnesty by the Algerian government 
for terrorist acts under the Charter on Peace and National 
Reconciliation (August 2005).  If possible, a list of the names that 
do appear on the list would be helpful.
