Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided 
below is prohibited by Section 12C of the Export 
Administration Act. 
 
2. Reftel 1 requested a Post-shipment verification to 
determine the legitimacy and reliability of the end- 
user, West-Ural Company of Construction-Engineering 
Prospecting, Ufa, Russia. The company is listed on BIS 
license application: NLR as the ultimate consignee of 
one Geode-12 system seismograph, serial number 3948, 
and accessories. ECCN: none. The exporter is 
Geometrics, Inc., 2190 Fortune Drive, San Jose, CA 
95131. 
 
3. On December 18, 2007, Export Control Attache Peter 
Liston and FSN Natalya Shipitsina conducted the 
requested post-shipment verification with West-Ural 
Company of Construction-Engineering Prospecting (ZAO 
ZapUralTisiz), 7, Zorge st., Ufa, Russia. The export 
control team met with Yury Strom, Geophysical 
Engineer, Head of Engineering-geological expedition 
and Rif Karimov, Deputy General Director. 
 
4. The West-Ural Company of Construction and 
Engineering Prosepcting was founded approximately 45 
years ago and has more than 200 employees.  Subject 
company is involved the construction industry.  During 
the on-site visit by the ECO Moscow team the subject 
company produced the Geode-12 system seismograph and 
accessories for inspection.  The Geode-12 system 
seismograph contained the serial number 3948, and is 
an item commonly used in the industry and is 
consistent with subject business. 
 
5. Recommendations: Post recommends West-Ural Company 
of Construction-Engineering Prospecting (ZAO 
ZapUralTisiz), Ufa, Russia as reliable recipients of 
sensitive U.S. origin commodities.
