Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided

the legitimacy and reliability of the end-user, Agat 
Moscow Research Institute, Zhukovsky, Russia. The 
company is listed on BIS license application D386472 
as the ultimate consignee of matlab, high-level 
technical computing language and interactive 
environment for algorithm development, data 
visualization, data analysis and numeric computation. 
These items are controlled for national security and 
anti-terrorism reasons under ECCN 5D992, simulink, 
platform for multidomain simulation, these items are 
controlled for missile technology reasons under ECCN 
EAR99. The licensee is Mathworks Inc., 3 Apple Hill 
Drive, Natick, MA 01760. 
 
3. On December 26, 2007, Export Control Attache Peter 
Liston and FSN Natalya Shipitsina conducted the 
requested pre-license check at the offices of Agat 
Moscow Research Institute, Tupoleva st., 2A, 
Zhukovsky, Russia. The export control team met with 
Vladimir Zolotarenko, Deputy Chief Engineer and Sergey 
Grishakov, Deputy General Director. 
 
4. Agat Moscow Research Institute is a state 
scientific and production enterprise of Russian 
Federation having rights of legal entity. The main 
profile is radio engineering. Agat carries out 
scientific investigations, research and development 
work, produces and tests prototypes of the following 
equipment: radar seekers for Air-to-air and Surface- 
to-air missiles; antenna units for onboard radar 
systems and seekers; onboard miniature computers and 
signal processors; medical electronic equipment; 
consumer goods. Agat is interested in co-operation 
with Russian and foreign companies for development and 
manufacturing of competitive electronic devices. 
 
5. Agat was founded in 1986, when two previously 
existing companies were combined to form Agat.  Agat 
employs approximately 1000 people, all located with 
the complex at Zhukovsky.  Agat is involved in the 
production of defensive technology only. 
 
6. The Mathworks, Inc software will be used in a 
project working on the homing heads for missile 
intercept and is consistent with the subject company's 
business profile. 
 
7. Agat has purchased licensed commodities from 
Unigraphics in the past. 
 
8. Recommendations: Post recommends Agat Moscow 
Research Institute, Zhukovsky, Russia, as reliable 
recipients of sensitive U.S. origin commodities. It is 
requested that post be notified of final disposition 
of the application, and of any shipments for this 
organization in order to conduct appropriate FCS 
follow-up and statistical reporting.
