Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided 
below is prohibited by Section 12C of the Export 
Administration Act. 
 
2. Reftel 1 requested a Post-shipment verification to 
determine the legitimacy and reliability of the end- 
user, Radio-Navigator Co., Ltd., Moscow, Russia. The 
company is listed on BIS license application: NLR as 
the ultimate consignee of one mariner 9hz camera 
system. ECCN 6A993. The exporter is FLIR Systems Inc., 
70 Castilian Drive, Goleta, CA. 
 
3. On January 11, 2008, Export Control Attache Peter 
Liston and LES Natalya Shipitsina conducted the 
requested post-shipment verification with Radio- 
Navigator Co., Ltd., 15/2 Azovskaya st., Moscow, 
Russia. The export control team met with Miroslav 
Grishin, General Director. 
 
4. Radio-Navigator Co., LTD was established and 
registered in Moscow, Russia in 2002 as a Holding 
Company.  Radio-Navigator Co., LTD has approximately 
35 employees, and also employs several contractors on 
an as-needed basis. 
 
5. Radio-Navigator CO., LTD specializes in maritime 
equipment and produces much of their own in Murom, 
Russia.  They are one of the top three produces of 
such equipment in Russia.  In addition, they import 
directly from China and Korea where they have 
contracts for specific volume equipment. 
 
6.  Radio-Navigator Co., LTD signed a contract with 
FLIR in Santa Barbara, CA in April 2007, to begin 
importing FLIR products that do not require licenses. 
Products are purchased and imported only after 
customer orders are filled, not for inventory.  Radio- 
Navigator Co., LTD had sought to be a distributor of 
FLIR's high-end equipment that does require export 
licenses, however FLIR informed them that they do not 
grand exclusive contracts for those products. 
 
7.  Radio-Navigator CO., LTD advised the ECO Liston 
that the products that they produce have no military 
use.  They did state that they do have contacts in 
Russian government services that are interested in 
purchasing some of FLIR's product in the future. 
 
8.  Radio-Navigator Co., LTD purchased the FLIR 
mariner 9hz camera system, part no. 427-0010-04-00S 
for re-sale to a specific customer and therefore it 
was not available to the ECO Moscow team. 
 
9. Recommendations: Post recommends Radio-Navigator 
Co., Ltd., Moscow, Russia as reliable recipients of 
sensitive U.S. origin commodities.
