Understanding cables

TRANCHE 2 FY 2008 PROPOSAL

1. (SBU) The U.S. Country Team Nicaragua has drafted and 
approved a tranche 2 FY2008 proposal for the use of funds 
appropriated under Section 1206 of the National Defense 
Authorization Act that are intended to strengthen the 
counter-terrorist capability of the Nicaraguan Army's Rapid 
Reaction Task Force.  This proposal has been sent to 
USSOUTHCOM for concurrence by the combatant commander. 
 
2. (SBU) In addition, the Country Team concurs with the 
current USSOUTHCOM Enduring Friendship Section 1206 proposal 
and the Special Operations Command South Section 1206 
proposal for Nicaragua. 
 
3.  (SBU) Post requests that that State and SOUTHCOM approve 
these three Section 1206 proposals to provide vitally-needed 
counter-terrorism equipment funding for the Nicaraguan Army 
Rapid Reaction Force, the Nicaraguan Navy, and the Nicaraguan 
Army Commando de Operaciones Especiales (COE) 
Counter-terrorist Force.
