Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

2.  Pursuant to the Leahy Act and Foreign Assistance Act, post 
requests the Department's assistance in screening the following 
candidates of the Iraqi Security Forces who have been nominated for 
training in the United States.  Post has no derogatory information.
