Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.

2. (SBU) Econoff delivered reftel demarche and nonpaper on 
the possible use of false end users in Iranian proliferation 
efforts to Roberto Liotto, the Ministry of Foreign Affairs 
Office Director responsible for Nuclear Suppliers' Group 
(NSG) issues, on December 12.  In a December 14 conversation, 
Liotto noted that a similar list was circulated by U.S. 
experts at a recent NSG consultative group meeting.  Liotto 
has passed reftel list of items which can be used in the 
petrochemical and nuclear sectors to Italian licensing 
officials, and has asked them to use the list in making their 
export licensing decisions.
