Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

Secretary for Burma Aleksey Semenikhin.  Semenikhin said he

pro-democracy demonstrators.
