Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.

1. Unauthorized disclosure of the information provided 
below is prohibited by Section 12C of the Export 
Administration Act. 
 
2. Reftel requested a Pre-license check to determine 
the legitimacy and reliability of the end-user, MIREA 
State University, Moscow, Russia and intermediate 
consignee Briz-Telecom LLC, Moscow, Russia. The 
company is listed on BIS license application D377163 
as the ultimate consignee of a manual probe station. 
These items are controlled for nuclear non- 
proliferation and anti-terrorism reasons under ECCN 
3B992. The licensee is Elecsys LLC, 55 Dorrance St., 
Suite 202, Providence, RI 02903. 
 
3. On October 2, 2007, Export Control Attache Donald 
Pearce, Peter Liston and FSN Natalya Shipitsina 
conducted the requested pre-license check at the 
offices of MIREA State University, Moscow, Russia. The 
export control team met with Alexander Zaitsev Deputy 
Director of Educational-Scientific Association 
"Electronics," Anton Lisitsky, Senior Researcher, and 
Mikhail Belkin, Specialist. 
 
4. On November 14, 2007, Export Control Attache Peter 
Liston and FSN Natalya Shipitsina met with 
intermediate consignee Briz-Telecom LLC, 22, pr. 
Andropova, Moscow. The export control team met with 
Mikhail Platun, General Director.  The export control 
team met with Platum in a small 2-room office 
containing a computer, facsimile machine, scanner and 
printer.  It was however void of any periodicals, 
reference books, papers, or personal items. 
 
5. Mikhail Platun is an engineering graduate of the 
Russian Institute of Radio-Electronics and started 
Briz-Telcom LLC in 2006.  According to Platun, Briz- 
Telecom LLC did approximately USD 2 million in 
business in the past year.  Platun is the General 
Director and he has 3 employees.  Briz-Telecom LLC 
sells to an establish clientele in the 
government/university and private sectors and has 
storage facilities in Moscow for consigned goods. 
 
6. Recommendations: Post recommends Briz-Telecom LLC, 
Moscow, Russia, as reliable recipients of sensitive 
U.S. origin commodities. It is requested that post be 
notified of final disposition of the application, and 
of any shipments for this organization in order to 
conduct appropriate FCS follow-up and statistical 
reporting.
