Viewing cable 07LILONGWE949, SELF-HELP INTERIM OBLIGATION REPORT - MALAWI

If you are new to these pages, please read an introduction on the structure of a cable as well as how to discuss them with others. See also the FAQs

Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.
  • The middle box contains the header information that is associated with the cable. It includes information about the receiver(s) as well as a general subject.
  • The bottom box presents the body of the cable. The opening can contain a more specific subject, references to other cables (browse by origin to find them) or additional comment. This is followed by the main contents of the cable: a summary, a collection of specific topics and a comment section.
To understand the justification used for the classification of each cable, please use this WikiSource article as reference.

Discussing cables
If you find meaningful or important information in a cable, please link directly to its unique reference number. Linking to a specific paragraph in the body of a cable is also possible by copying the appropriate link (to be found at theparagraph symbol). Please mark messages for social networking services like Twitter with the hash tags #cablegate and a hash containing the reference ID e.g. #07LILONGWE949.

FY 2007 Ongoing Activities for FY06 Funded Projects
--------------------------------------------- ------

15. Project Name: Nathenje Chitsime Irrigation Project

IAA No.: 612-SH-00-06-00005-00

Location: Lilongwe District, Central Region

U. S. Contribution: $2,750

Project Status: $2,725 expended as of September 2007. Due to
treadle pump price hikes, only 19 of 23 treadle pumps were bought.
A local Parliamentarian did not honor his promise to contribute 22
treadle pumps as per terms of agreement. $2,850 supplemental funds
will therefore be re-obligated to enable completion of the project.

16. Project Name: Nathenje Mpenu Irrigation Project

IAA No.: 612-SH-00-06-00006-00

Location: Lilongwe District, Central Region

U. S. Contribution: $2,750

Project Status: $2,725 expended as of September 2007. Due to
treadle pump price hikes, only 19 of 23 treadle pumps were bought.
A local Parliamentarian did not honor his promise to contribute 22
treadle pumps as per terms of agreement. $2,850 supplemental funds
will therefore be re-obligated to enable completion of the project.

17. Project Name: Chimundi Water and Sanitation Project

IAA No.: 612-SH-00-06-00019-00

Location: Dowa District, Central Region

U. S. Contribution: $6,600

Project Status: $6,600 expended as of September 2007. Although
this shallow wells project was reportedly completed, the walls of
two of the six shallow wells were not properly lined up with bricks
and bonded with cement mortar as specified in the agreement. These
repairs are expected to be completed before handover can take
place.

-----------
OBSERVATION
-----------

All FY 2007 Self-Help projects are experiencing financial shortfalls
due to an unprecedented increase in prices of building materials
across Malawi. For this reason, Self-Help projects might suffer
major setbacks, unless respective communities are willing to
contribute money to make up for the shortfalls. It is not clear
where money will be found to make up for the deficits.
