Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

1.  (SBU) Poloff approached the MFA International 
Organizations, Conferences and Treaties Department December 
11 regarding Government of Qatar (GOQ) support for extending 
the mandates for the Multinational Force - Iraq (MNF-I), 
Development Fund for Iraq (DFI), and International Advisory, 
and Monitoring Board (IAMB) (reftels).  MFA Counselor 
Mohammed Al-Dohaimi responded that he would Circulate the 
U.S. position to MFA decision-makers and send copies to the 
Qatari UN mission in New York. 
 
2.  (SBU) Al-Dohaimi provided no other substantive remarks, 
other than to underscore Qatar's support for helping Iraqis 
take advantage of the improved security environment, in line 
with previous statements by the Emir.
