gross violations of human rights by the following members of 
the Government of Azerbaijan, nominated to attend the 
Financial Crimes, Money Laundering, and Terror Financing 
Seminar, which will take place on December 3-7, 2007 at the 
Defense Institute for Foreign International Legal Studies in 
Baku, Azerbaijan.  The Azerbaijani officials'  participation 
will be funded through the DOD Counter Terrorism Fellowship
