Understanding cables

(U) P/E Chief briefed MFA State Counselor Vasko Grkov on the 
U.S.-Iraq "Declaration of Principles for a Long-term 
Relationship" points and factsheet, per reftel, on November 
ΒΆ27.  Grkov said he would review the factsheet and provide any 
comments at a later time.  He was appreciative of our efforts 
to update the MFA on this presidential initiative.
