Understanding cables
Every cable message consists of three parts:

safeguards in Iran" to the Ministry of Foreign Affairs. 
Ambassador Pedro Blandino, Assistant Secretary of 
International Organizations Affairs, took our views on board 
but had no immediate reply.  We will report any subsequent 
Dominican response.
