Understanding cables

23.  No substantive comment has been received to date. 
 
2. (SBU) On November 26, Pol/Econ Chief discussed the upcoming votes 
with Andrey Rzheusskiy, Counselor in the MFA's USA and Canada 
Department, and noted that abstentions by Belarus would carry added 
significance this year following Aleksandr Lukashkenko's recent 
anti-Semitic statements.
