Understanding cables

1.  (SBU) Malaysia accepts the U.S. invitation and will 
attend the November 26-27 Annapolis Conference, per 
Ambassador Ibrahim Abdullah, Under Secretary of the Foreign 
Ministry's OIC Division, who is charged with the Middle East 
peace issue.  We delivered the advance notice to Ambassador 
Ibrahim, as both the Foreign Minister and the Foreign 
Ministry's Secretary General were in Singapore for the ASEAN 
Summit.  Ambassador Ibrahim's office confirms that they have 
transmitted the formal invitation and letter to Foreign 
Minister Syed Hamid.  Foreign Minister Hamid will not return 
to Malaysia prior to the Annapolis Conference.  He will 
depart Singapore on November 21 for The Hague, and then 
continue to the Commonwealth meeting in Kampala before flying 
to Washington. 
 
2.  (U) Malaysia's participants will be as follows: 
 
Leader:  Dato' Seri Syed Hamid Albar, Minister of Foreign 
Affairs of Malaysia ("Dato' Seri" is an honorific placed 
before the name) 
 
Plus One:  Tan Sri Rastam Mohd. Isa, Secretary General of the 
Ministry of Foreign Affairs ("Tan Sri" is an honorific placed 
before the name) 
 
Personal Aide:  Mr. Melvin Castelino S. Anthony Raja, Special 
Officer to the Foreign Minister 
 
Security Person:  none 
 
3.  (U) The Malaysian delegation requires halal meals.  They 
do not require interpretation. 
 
4.  (U) The Foreign Ministry confirms that Foreign Minister 
Hamid and Secretary General Rastam will attend the November 
26 dinner. 
 
5.  (SBU) The Foreign Ministry has informed us that a larger 
delegation will travel to Washington with the Foreign 
Minister and Secretary General Rastam.  We have informed and 
reminded the Foreign Ministry regarding the strict numerical 
limitations at the conference.  The tentative delegation list 
in protocol order is as follows:

Malaysia in Washington
