Understanding cables
Every cable message consists of three parts:
  • The top box shows each cables unique reference number, when and by whom it originally was sent, and what its initial classification was.

SUBJECT: EMBASSY AND MNF REACH AGREEMENT ON MOA ON PSDS 
 
 
(SBU)  Following long, hard, but productive working group 
discussions, Embassy Baghdad and MNF-I jointly developed 
detailed deliverables to the draft Memorandum of Agreement 
(MOA) between the Department of Defense (DoD) and the 
Department of State (DoS) on USG Private Security 
Contractors.  Charge' d'Affaires Butenis and Commanding 
General Petraeus were jointly briefed and approved the 
deliverables as written.  The final deliverables and the 
conforming changes to the MOA will be reported by the Embassy 
and MNF-I today to the respective Under Secretaries via 
email.  In order to fully implement corresponding policies 
and procedures as soon as possible, Embassy Baghdad and MNF-I 
request that the final MOA and deliverables, once reported, 
be approved and signed expeditiously.
