Understanding cables
Every cable message consists of three parts:

 ΒΆ1.  (SBU)  Embassy Abidjan received a diplomatic note from 
the Ministry of Foreign Affairs dated October 24 
acknowledging receipt of Embassy Abidjan's diplomatic note of 
September 5 conveying the USG's decision to name the Al-Salah 
Society as a supporter of terrorism (reftel).  The Ivorian 
diplomatic note indicated that relevant Ivorian authorities 
have been informed.
