Understanding cables

1)  (SBU/NF)  On October 25, Emboff spoke to the Russian 
Embassy's External Affairs Director, Alexander Kraschenko, 
about Partner Nations' efforts to encourage Cote d'Ivoire to 
join the Global Initiative (reftel).  Kraschenko informed 
Emboff that the Russian Embassy had presented the Ivorian 
MFA's Director General of Humanitarian Affairs, Ambassador 
Diarra, a diplomatic note on the Global Initiative on October 
12, and followed up with a demarche with Diarra on October 
ΒΆ16.  Kraschenko reported that the diplomatic note included 
information concerning cooperation of intelligence, security, 
and law enforcement services in the field of detection, 
prevention and investigation of Acts of Nuclear Terrorism, as 
well as best practices to ensure security of nuclear 
materials within the framework of the International Center of 
Uranium Enrichment. 
 
2)  (SBU/NF)  Kraschenko told Emboff that Diarra expressed 
initial support for the Statement of Principles (reftel), and 
encouraged the U.S. Embassy to urge Cote d'Ivoire to pursue 
the same objective with Ivorian interlocutors.  Emboffs will 
meet with Kraschenko on November 2 to further explore 
collaboration on the Global Initative.
